Page 21 Chapter 3 Analyzing Service Delivery Alternatives Having diagnosed the public service problem in the previous chapter, this chapter demonstrates how to analyze and select an alternative for remedying the problem.

As previously noted, the government unit that is responsible for service delivery must decide whether to be the producer, thereby seeking an internal remedy, or turn to some other organization, to another governmental unit, or to a private firm for the actual production of the service. Before attempting to use an external service producer, options within the governmental unit should be examined. Approaches that could be instituted within the existing structure include using a new technology, worker motivational programs, training, job redesign, reorganizing support services, or organizational change.

5 First, there is equality of opportunity in which all citizens receive the same amount of service. Second, is market equity in which citizens receive services approximately proportionate to the amount of taxes they pay. A third type is equal results whereby compensatory services are provided in order to assure equal conditions for all citizens within a jurisdiction. As applied to street repair, for example, equal opportunity requires that the street department spend about the same amount of money to resurface streets in all sections of the city.
